The Persons with reduced mobility - technical specifications for interoperability (PRM-TSI) relates to accessibility of the European Union's rail system for persons with disabilities and persons with reduced mobility. It was published on 18 November 2014 under reference 1300/2014/EU. The PRM-TSI applies only to heavy rail systems. The directives are implemented by means of the "Technical Specifications for Interoperability - TSI" which describe the defined features, characteristics and requirements that the different subsystems, such as "rolling stock" or "infrastructure" have to fulfill in order to ensure interoperability.

The infrastructure should also fulfil national requirements according specific cases in the relevant TSIs. By authorisation of a new or modified railway infrastructure where the directive is applicable one or more of the following TSIs may be applied: TSIs define the technical and operational standards which must be met to satisfy the ‘essential requirements’ and to ensure the interoperability of the railway system in the European Union. The essential requirements are safety, reliability and availability, health, environmental protection, technical compatibility and accessibility. 1.
